You know, the UNESCO Public Library Manifesto is key document for equal access to information and knowledge through public libraries .

Why we need to do give more attention on this manifesto implementation in Mongolian 400 public libraries, because libraries are requiring annual registration fee and daily home loan fee from children, adults and older people for full budget. And, very wrong behavior and situation is public library collection is totally free for Librarians and Librarians’ work and family relations.
I was a participant to the U.S. State Department’s International Leadership Visitor’s Program in 2005, and an intern in Baltimore libraries in 2010. From my international program participation and 13 years work experience in Ulaanbaatar Public Library, new development concept and government papers are needed to Mongolian Public Libraries.
