гэдэг уриаг Монголд хэрэгжүүлэхийн тулд 1) учрыг нь ойлгох, 2) дахин энэ үгсийн учрыг олох, 3) Бэгзсүрэн хэлээд байгаа биш Бүх Дэлхийгээрээ яриад байгаа үг гээд учрыг нь олох, ярилцах хэрэгтэй байна.

Учрыг нь ойлгохгүйгээр бид өнөөгийн Нийтийн номын сангийн системээ өөрчилж чадахгүй, цаашилбал FOR ALL төрлийн хөтөлбөрийг хэрэгжүүлэхэд үргэлж хяналтгүй, үр дүн муутай байна гэж би бодлоо.
